将用途管制扩大到所有自然生态空间是国土空间规划体系的要求.生态空间控制性规划可以作为落实用途管制要求的规划技术工具,是衔接总体层次、分区层次规划与具体建设管理层次的中间环节.通过编制生态空间控制性规划,可以在管控决策中有效传导和落实总体规划和专项规划的要求,引导详细规划实施.阐明当前开展生态空间控制性规划的新形势和新要求,并结合2项规划实践,探讨生态空间控制性规划的适用范围、工作深度、编制原则和内容框架.

Expanding the use control to all natural ecological spaces is the requirement of the territorial spatial planning system.The control planning of ecological space can be used as a planning technical tool to implement the requirements of land use control,which is the intermediate link connecting the overall level,the district level planning and the specific construction management level.Through the formulation of ecological space control planning,the control requirements of master plan and special plan can be effectively transmitted and implemented,to guide the implementation of detailed planning.Based on the tWO planning practices,this paper discusses the scope of application,depth of work,principles of compilation and content framework of ecological space control planning.
