Creating public value is the decision-making purpose of government strategic management.The high-quality development of tourism in the modern mode needs to condense products and services in labor innovation under the scientific guidance of the government's strategic management,and meet the needs of regional and external exchange in the form of mixed products.Industrial development is through government management,mission management and operation management,in the process of mutual coordination and two-way cycle,fully meet the satisfaction,sense of gain and happiness of consumers,highlight the importance of product innovation,and uphold the inclusive nature advocated by the government's strategic management,promote the sustainable development of tourism,when the development is to adopt the way of resource symbiosis,around the safety needs as the core.When presenting the characteristics of system ecology,industrial growth within the existing model should avoid"one-size-fits-all".In addition,the diversification of product supply determines the high-quality development of the industry,and the development is actually a process of continuous coordination and integration of individual value,collective value and social value by the public choice and public decision of its connotation.However,more importantly,when promoting industrial growth,it indicates that the operation of the mechanism needs to highlight the principle of the unification of material civilization and spiritual civilization.Through the construction of national cultural and tourism demonstration zones,spatial econometric models are adopted to measure the degree of industrial accumulation,indicating that limited endowment resources and fragile ecological environment are the main reasons for the failure of the traditional model effect.
