京津冀城市群产业协同创新驱动要素研究——哈肯模型视域下的分时段动态对比分析

摘要 研究京津冀城市群产业协同创新的关键驱动要素,对于实现京津冀地区产业转型升级和协同创新发展的国家战略具有重要意义.本文在文献研究和机理分析的基础上,探索出京津冀城市群产业协同创新的关键驱动要素,即产业要素禀赋(IFE)、产业结构调整(ISA)、产业技术合作(ITC)和产业环境条件(IEC),并认为这四大驱动要素之间的协同运作共同役使该城市群产业系统不断向更高层级协同演化.论文构建了京津冀产业协同创新测度指标体系,运用Haken模型,分1998-2006和2007-2016年两阶段,对京津冀城市群近20年13个城市的产业协同创新驱动要素进行序参量动态识别,结果表明:京津冀城市群产业协同创新的序参量已从"产业结构调整"向"产业环境条件"协同演变,凸显了京津冀城市群产业环境的重要性;京津产业协同发展得分远高于其他城市,属第一梯级;河北多数城市的产业协同创新水平有更高层次的提升,但协同创新得分仍较低;京津冀城市群产业协同创新总体水平处于从初级至中级的过渡阶段. Studying the key driving factors of industrial synergistic innovation in Beijing-Tianjin-Hebei urban agglomeration have great significance for realizing the national strategy of industrial transformation uPgrading and integrated synergistic innovation develoPment in Beijing-Tianjin-Hebei region.Based on Mechanism Analysis and literature research,this PaPer exPlores the key driving factors of industrial collaborative innovation in Beijing-Tianjin-Hebei urban agglomeration,including Industrial Factor Endowment(IFE),Industrial Structure Adjustment(ISA),Industrial Technical CooPeration(ITC)and Industrial Environment Conditions(IEC).It is believed that the cooPeration of the four main driving factors makes the industrial system of Beijing-Tianjin-Hebei urban agglomeration evolve to a higher level.This PaPer constructs the index system of industry collaborative innovation in Beijing-Tianjin-Hebei.the Haken model is used to identify the driving factors of industrial synergy innovation in 13 cities in Beijing-Tianjin-Hebei urban agglomeration in nearly 20 years from 1998-2006 and 2007—2016.The results show that the driving mechanism of the Beijing-Tianjin-Hebei urban agglomeration industry synergy innovation has realized the coordinated evolution from the driving element of“industry structure adjustment”as the order Parameter to the driving element of“industrial environmental conditions”;it highlights the imPortance of industrial environment in Beijing-Tianjin-Hebei urban agglomeration.The score of Beijing-Tianjin synergistic innovation is much higher than that of other cities,which belongs to the first echelon.The level of industrial synergistic innovation has been imProved at a higher level in most cities of Hebei,but the score of collaborative innovation is still low.The collaborative innovation of Beijing-Tianjin-Hebei urban agglomeration is in the transitional stage from Primary to intermediate.
