海南省农村土地流转问题与对策研究

Study on the Problems and Countermeasures of Rural Land Transfer in Hainan

基于农村土地“三权分置”的视角,在调查海南农村土地流转的现状基础上,深入分析当前土地流转面临的问题,针对性地提出完善农户承包权能、规范流转制度、健全流转服务体系等对策建议.

In view of the"separation of powers"on rural land and based on the investigations of current situation,this paper deeply analyzed the problems and challenges faced in the implementation of rural land circulation in Hainan province.Countermeasures and suggestions were proposed on the refinement of farmers’right to land contractual management,standardization of circulation system,improvement on the circulation service system and others.
