Risk Mitigation of Weak Publicity in the Metaverse——A TURR Logic Framework Based on Government Administration

构建初期的元宇宙呈现出明显的弱公共性特征,可能引致各类社会安全风险.政府作为元宇宙构建的重要主体,理应加强监管与治理.通过系统分析、模型构建等方法,对元宇宙公共性演化趋势、弱公共性概念界定、风险隐忧及治理策略展开研究.得出以下结论:第一,构建了元宇宙公共性演化趋势图,公共性在图上呈现出由左下至右上"下凹型"的演化趋势;第二,元宇宙的弱公共性可能引发数据信息安全风险、道德性失范、寡头垄断等问题;第三,创新建立了基于政府治理的TURR逻辑框架,从技术、用户、资源、规则四个方面提出了元宇宙弱公共性的风险化解策略.

In the early stage of construction,the metaverse showed obvious weak publicity characteristics,which may lead to various social security risks.As an important subject in the construction of the metaverse,the government should strengthen supervision and governance.By means of system analysis and model building,this paper studies the evolution trend of metaverse publicity,the definition of weak publicity,the hidden concern of risks and the strategies of risk resolution.The following conclusions are drawn:Firstly,the evolution trend chart of the publicity of the metaverse is constructed,on which the publicity shows a“downward concave”evolution trend from the bottom left to the top right;Secondly,the weak publicity of the metaverse may lead to data information security risks,moral anomie,oligopoly and other problems;Thirdly,the TURR logical framework based on govermment govermance is innovatively established,and the risk mitigation strategy of weak publicity in the metaverse is proposed from four aspects:technology,users,resources and rules.
