面向智慧城管的数字基础设施建设研究——以广州市为例

A Study on the Construction Path of Digital Infrastructure for Smart City Management-Taking Guangzhou as an Example

数字基础设施建设作为智慧城管建设的基础,是有序推进城市数字化转型的关键任务和推动经济社会高质量发展的重要支撑.本文在揭示数字基础设施属性和特征后,对城管领域的数字基础设施建设现状进行研究.研究发现,城管领域的数字基础设施建设在数据收集标准、技术升级、投融资模式、数字安全保障和多主体合作机制等方面仍然存在问题.本文从建设标准、政府角色与责任边界、多元主体协同机制、融资模式、制定配套实施细则以及扩展应用场景等方面提供了策略建议,对城市管理领域数字基础设施建设有序推进具有指导意义.

Digital infrastructure construction,as the foundation for the construction of smart city management,is a key task for the orderly promotion of digital transformation of cities and an important support for promoting high-quality economic and social development.After revealing the atributes and characteristics of digital infrastructure,this paper studies the current situation of digital infrastructure construction in the field of urban management.It is found that the digital infrastructure construction in the field of smart city management still has problems in data collection standards,technology upgrading,investment and financing modes,security risks and multi-entity cooperation mechanisms.This paper provides strategic suggestions in terms of construction standards,government roles and responsibility boundaries,multi-subject collaboration mechanism,financing mode,formulation of supporting implementation rules,and expansion of application scenarios,which are of guiding significance for the orderly promotion of digital infrastructure construction in the field of urban management.
