由战略石油储备看中国应急医疗物资战略储备

China's national strategic reserve of emergency medical supplies from strategic petroleum reserve experience

在抗击新冠肺炎疫情的早期,口罩、防护服等应急医疗物资一度短缺,暴露出中国在应对突发公共卫生事件中应急医疗物资的国家储备体系存在一定的短板,储备效能不高,关键物资生产能力布局不合理等问题.借鉴战略石油储备经验,建议应尽快建立应急医疗物资国家战略储备;创新制度供给,提升储备效能;优化关键物资生产能力布局;推动建立国际合作新机制,补齐中国应急医疗物资储备短板,推进中国治理体系和治理能力现代化.

Early in fight against the outbreak of COVID-19,there was a shortage of emergency medical supplies such as masks and protective clothing,which exposes the weaknesses in China’s national reserve system for medical supplies in public health emergencies.The reserve efficiency is not high and the unreasonable distribution of production capacity of key materials.Learn from the experience of strategic petroleum reserve,we suggest that China should establish a national strategic reserve of emergency medical supplies as soon as possible,innovate institutional supply and improve reserve efficiency,promote the establishment of new mechanisms for international cooperation,in order to make up for weaknesses in China’s reserve of emergency medical supplies,modernize China’s governance system and their capacity.
