Suggestions on oil and gas industry and cooperation in South Asia

南亚地处"一带一路"核心区域,油气资源相对丰富,对外开放程度较高.随着经济的快速发展,南亚地区能源消费增幅明显,但区内油气供应严重不足.为保障油气供应,一些南亚国家推出优惠政策吸引外资以提高国内油气产量,降低对外依存度,同时,加大能源基础设施建设,提升油气的进口能力.这些举措将为中国企业开展南亚油气合作提供更多契机.本文总结了南亚地区主要国家油气行业的发展现状和当前的油气政策,分析了南亚油气资源领域合作潜力及风险,并提出相关建议.

South Asia is located in the core area of the Belt and Road,with relatively abundant oil and gas resources and high degree of opening to the outside world.With the rapid economic development,energy consumption in South Asia has increased significantly,but oil and gas supply in the region is seriously inadequate.To ensure oil and gas supply,some South Asian countries have introduced preferential policies to attract foreign investment to increase domestic oil and gas production and reduce external dependence.Meanwhile,they have increased energy infrastructure construction and enhanced oil and gas import capacity.These measures will provide more opportunities for Chinese enterprises to carry out oil and gas cooperation in South Asia.This paper summarizes the development status and current oil and gas policies of major countries in South Asia,analyses the potential and risks of cooperation in oil and gas resources and provides related suggestions.
