摘要
2019年初上海杨浦区因宣布大学路沿街600多家楼内店铺将全部关停而引发社会热议.基于对这一网红事件的思考,梳理生活性街区土地混合使用理念的内涵与基本特征,反思其在上海实际应用中的问题,重点聚焦空间“尺度”与管理“制度”两个方面,对混合功能生活性社区的规划引导与治理提出可行性策略.在尺度方面,此类开放性社区应引导活力有度的混合边界,对居住外其他功能介入的合理比例,以及开放与私密空间界定等问题给予实质结论.在制度方面,此类多元社区应兼顾系统性的秩序建立与自由发展空间的给予,针对目前引发混合社区主要矛盾的非居住业态及公共性空间的管控机制提出对策建议.
At the beginning of 2019,the announcement that more than 600 shops in the building along the Daxue road will be closed triggered social debates.This paper combs the connotation and basic characteristics of mixed uses in living blocks,so as to reflect on its implementation in Shanghai.Finally,it focuses on two aspects of spatial scale and management system,and puts forward feasible strategies for the planning and governance of mixed-function living communities.In terms of scale,this paper holds that such open communities should delimit flexible boundaries,and determine on the reasonable proportion of functions,and the definition of open and private spaces.In terms of system,this paper holds that such mixed communities should consider both the establishment of order and the provision of flexible spaces,and give countermeasures to the management and control of non-residential functions and public spaces that cause the main contradictions in the community at present.
