Efficiency, Difference and Trend: Evaluation on the Development of Cultural Industry in the Western Regions——Based on the Perspective of Transformation

文化产业已经成为推动国民经济发展的重要力量,加快西部产业转型升级、促进西部经济创新发展意义重大.通过三阶段DEA-Windows模型对2013-2016年西部地区12省份的文化产业效率进行评价,既考虑了投入产出的时间连续性,又考虑了环境因素和随机因素对文化产业效率的影响.研究发现,西部地区文化产业效率整体较低,且各省份之间存在较大差距,文化产业发展不均衡;在剔除环境与随机因素后效率变化较大,规模效率仍然是制约西部地区文化产业发展的重要因素;各省份效率的相对变化表明,西部地区文化产业的效率演变有逐渐收敛的趋势.

Cultural industry has become an important force boosting the development of national economy.It is of great significance to accelerate the transformation and upgrading of western industries and promote the innovation and development of western economy.This paper evaluates the cultural industry efficiency of 12 provinces in the western regions from 2013 to 2016 using the Three-Stage DEA-Windows Model,which considers not only the time continuity of input and output,but also the influences of environmental factors and random factors on cultural industry efficiency.In the western regions,the cultural industry efficiency is relatively low on the whole,and differs greatly among each province,showing the unbalanced development of cultural industry in the western regions;after exclusion of environmental and random factors,the efficiency changes greatly,and scale efficiency remains an important factor restricting the development of cultural industry in the western regions;the relative changes of efficiency in each province show that the efficiency evolution of cultural industry in the western regions presents a trend of gradual convergence.
