出资人职责视角下新时代国有文化企业资产监管模式探究

Research on Asset Supervision Model of State-owned Cultural Enterprises in the New Era from the Perspective of Investors' Responsibilities

国有文化企业是新时代文化产业高质量发展的主导力量.然而,低效的国有文化资产监管模式是国有文化企业高质量发展的制约因素.目前,我国在国有文化资产监管体制改革方面进行了积极探索,并取得了初步成效,但仍存在内容体系有待优化、履责模式仍需规范、履责效果偏低等问题.文化产业的繁荣发展和相关政策的密集推出为国有文化企业资产监管模式改革提供了有力支撑.在此背景下,从健全出资人职责的履行机构、完善制度体系、创新履责机制、组建投资运营公司等方面探究国有文化企业资产监管模式的创新路径.

State-owned cultural enterprises are the dominant force for the high-quality development of cultural industry in the new era.However,the inefficient supervision model of state-owned cultural assets restricts the highquality development of state-owned cultural enterprises.At present,China has made active explorations in the reform of state-owned cultural assets supervision system,and achieved preliminary effects.However,there are still some problems:the content and system need to be optimized,the performance model needs to be standardized,and the performance effect needs to be improved.The prosperous development of cultural industry and the frequent launching of related policies provide powerful support for the reform of asset supervision model of state-owned cultural enterprises.In this background,the paths for innovation of asset supervision model of state-owned cultural enterprises are researched from the aspects of perfecting the performance organization of investors’responsibilities,improving systems,innovating performance mechanisms,and establishing investment operation companies.
