澳大利亚1995年启动实施国家资格框架制度,职业教育与培训体系由澳大利亚质量培训框架(AQTF)、培训包(TP)、资格认证框架(AQF)三大核心内容组成.质量培训框架是质量监控标准,培训包是资质和能力标准,资格认证框架是证书、文凭、学位之间互认和衔接的标准,三者在政府牵头、行业主导、学校实施、第三方监督与反馈中构建一种透明的、衔接的知识、技能、承认、评估和认证体系.启示在终身教育学习体系、一体化学习方法、第三方监督机构和机制、人格教育等方面寻找新时代职业教育的改革与创新.

Australia started to implement the National Qualification Framework System in 1995.The vocational education and training system consists of three core contents:Australian quality training framework(AQTF),training package(TP)and qualification certification framework(AQF).The quality training framework is the standard of quality monitoring,the training package is the standard of qualification and ability,the qualification certification framework is the standard of mutual recognition and connection among certificates,diplomas and degrees,which constructs a transparent and connected knowledge,skills,recognition,evaluation and certification system in the government led,industry-oriented,school implemented,third-party supervision and feedback.We can find the reform and innovation of vocational education in the new era in the aspects of lifelong education learning system,integrated learning methods,third-party supervision institutions and mechanisms,personality education and so on.
