To adapt to the situation of national defense transportation system reform, the paper firstly puts forward the concept of national defense transportation system optimization project based on the theory and method of system engineering. Then, it describes the national defense transportation system in a standardized way and establishes the basic framework of national defense transportation system optimization project. Finally, it provides a set of effective engineering and technical methods for forming a scientific understanding of the national defense transportation system, strengthening the top-level planning and formulating specific plans for system adjustment and reform.
