生态保护红线分区及管控研究综述

A Review on Ecological Protection Red Lines Partitioning,Management and Control

生态系统科学管理的一大目标是对生态系统进行因地制宜的保护,从而实现自然资源的可持续利用.对生态保护红线进行分区管控可以有针对性地对不同分区生态保护要素进行科学保护,是实现生态系统可持续发展的重要路径.基于生态保护红线的分区理论研究成果及实践,总结了生态空间分区管控研究面临的主要挑战.同时结合国土空间规划"三区三线"的划定及管控要求,提出了对生态保护红线进行分级分类分区管理的思路,为科学管控生态保护红线提供参考.

One of the main targets of the scientific management on ecological system is to protect the ecological system according to local conditions,in this way,the sustainable use of natural resources could be realized.Partitioning management and control on ecological protection red lines could protect ecological protection elements in a suffient and scientific way which is also a significant method to achieve sustainability of ecological system.Based on the latest theoretical researches and practices,this study sorted out the concepts and types of ecological protection red lines.Meanwhile,by combining all research outputs and practices in different areas,this study summarizes the main trends and challenges on ecological partitioning management and control.Further more,according to the requirements on overall planning and implementation for ecological protection red lines from territorial space planning,this research proposes ideas on how to manage the ecological protection red lines under different grades,categories and areas which could provide reference for scientific ecological protection red lines management and control too.
