“特朗普冲击”下日本的韧性角色定位与对华政策调整

安倍政府的韧性角色定位是为因应“特朗普冲击”而作出的积极反应,其特征是一方面在日美同盟的框架内寻找一种减轻本国经济损失的路径,另一方面在重塑自由贸易秩序方面发挥引领作用.现阶段,日本正在实施以规则制衡为目标,引领世界贸易组织改革和区域一体化的规则制定为抓手的战略布局.而对华政策调整也是日本上述战略布局的重要一环,其意图是通过改善对华关系,尤其是强化经贸领域的合作作为因应“特朗普冲击”的“B计划”.安倍政府进而希望通过规则制衡,在对华合作中既要分享中国的经济红利,又要形成对华的规则优势.中国应在对此有清醒认知的同时,审时度势,多管齐下,积极扩大两国协调的战略空间.

The resilience role of Abe’s Cabinet is a positive response to the"Trump impact".On the one hand,Japan is in searching for a path to alleviate the economic losses of the country within the framework of the Japan-US alliance,and on the other hand Japan is to play a leading role in reshaping the free trade order.At this stage,Japan is implementing a strategy that means institutional balancing as a framework and leading the development of rules for WTO reform and regional integration as approaches.Japan’s policy adjustments to China are also an important part of this strategy.Japan intends to respond to the"B Plan"of"Trump impact"by improving relations with China,especially strengthening cooperation in the economic and trade field.The Abe’s Cabinet hopes that through institutional balancing,in the cooperation with China,it is necessary to share China’s economic dividends and form a regulatory advantage over China.China should have a clear understanding of this situation,and use variety ways to actively expand the strategic space for coordination between the two countríes.
