北京市非居民用水单位户表关系梳理路径探索及应用

Study and application for establishing the relationship between non-resident water users and water meters in Beijing

针对北京市非居民用水单位和水表管理分割、基础台账信息不全面及共享机制不完善等问题,通过试点调研、案例解析、专家咨询及数据治理等多种方式,构建了"建标准—找手段—配政策—推应用"的户表关系梳理工作路径,理顺非居民用水单位户表关系,规范基础台账建设标准体系,形成一套完整、关联、有效非居民用水管理基础台账.研究成果已在全市推广应用,对其他省市户表关系的构建及用水精细化管理也有一定的参考价值.

Aiming at separation of Beijing non-resident water users and the water meter management,incompletion of basic ledger information,imperfect mechanism of sharing,through the ways of pilot research,cases analysis,expert consultation,data governance,this paper is to build the technical roadmap of building standards-finding measures-matching policy-pushing application for identification of the relationship between non-resident water users and water meters,to standardize the standard system of basic ledger construction,and to form a complete,related and effective basic ledger of non-residential water use management.The research results have been popularized and applied in Beijing city,and have certain reference value for the construction of water users and water meters relationship and fine water management in other provinces and cities.
