基于地理国情普查数据的主体功能区实施评估

Main Functional Zoning Evaluation Based on Geographical Conditions

主体功能区监测是对主体功能区发展的行为、特征、趋势等进行监视和测量,涉及国土、经济、社会、资源、生态、环境和政策等各个方面,在主体功能区规划实施过程中需要掌握其运行状态、评估实施效果和效益.文章以湖北省重点开发区域的代表—曾都区为例,通过因子分析等方法构建具体监测和评估指标体系,运用地理国情普查数据对曾都区的国土空间、经济社会和生态环境三大系统在主体功能区规划实施前后的效果进行评估.研究发现,自主体功能区规划实施以来,曾都区的经济社会发展水平显著提高,生态环境呈现出缓慢上升的趋势,但资源环境承载能力及空间支撑能力有所下降,国土空间开发水平迅速下降,区域整体发展处于不协调状态.结果表明,利用地理国情普查数据进行主体功能区实施的监测与评估具有科学性和可操作性,但要全面进行主体功能区实施监测与评估,仍需要其他专题数据和行业数据进行补充与完善.

Main functionaI zoning supervision SLIpervises the development behavior’character and trend。refers to lhe territory,economy,society,resource,zoology,environment and policy,and supervises the operating state,implement effect and bent of planning.too.The paper takes Zengdu district of Hubei province as an example,builds the evaluation system with factorial analysis method,evaluates the planning implement effect from ternt economy,and zoology sides based on the geographical condWons.The result shows that,Zengdu is developing quickly,and the zoology is improving with the main functional zoning planning,but resources environment carrying capacity and spatial supporting capacity are decreased。the development IeveI drop rapidly,the development in whole area is unbalanced.Although the main functionaI zoning supervision based on geographicaI conditions is an scientific and working method.the thematic data and professionaI data are needed in the supervision work.
