都市远郊县经济发展的结构性困境与缓解策略——以成都市蒲江县为例

The Structural Dilemma of Economic Development in Exurban Counties and the Mitigation Strategy——Take Pujiang County of Chengdu as an Example

蒲江县作为成都市远郊经济弱县,近年来秉持绿色发展理念,充分发挥地域生态优势,构建区域公共品牌,建设智能制造、绿色生产中心,发展乡村旅游、文创第三产业,助推经济高质量发展.但同时也面临着溢出效应与虹吸效应并存、溢价效应与挤出效应并存、集聚效应与分散效应并存、示范引力与示范压力并存的结构性困境.在蒲江县既定现实结构背景下,应该强化成都市区县经济合作、增强农业发展自主性、提高土地资源供给能力、推进职能整合和程序优化、引入竞争促进包容性发展、推动城镇化进程,从六个方面着力缓解当前结构性困境.

Pujiang county,as an economically weak county in the outer suburbs of Chengdu,has been adhering to the concept of green development in recent years,giving full play to its regional ecological advantages,building a regional public brand,building an intelligent manufacturing and green production center,developing rural tourism and cultural and creative tertiary industry,and promoting high-quality economic development.But at the same time,it also faces the structural dilemma of the coexistence of spillover effect and siphon effect,premium effect and extrusion effect,agglomeration effect and dispersion effect,demonstration gravity and demonstration pressure.Against the background of Pujiang county's established structure,it is necessary to strengthen economic cooperation between districts and counties in Chengdu,enhance the autonomy of agricultural development,improve the supply capacity of land resources,promote functional integration and process optimization,introduce competition to promote inclusive development,and promote the urbanization process,so as to alleviate the current structural difficulties in six aspects.
