组织覆盖:新中国70年基层党组织建设的实践逻辑

Organizational Coverage:On the Party’s Practice in Strengthening its Primary-level Organizations over the 70 Years since the Founding of the People’s Republic of China

中国共产党作为马克思主义政党,历来重视党的基层组织建设.总结新中国70年基层党组织建设的历史经验发现,新中国成立以来,党在农村和城市地区的基层组织建设一直存在'扩大覆盖面'的主线.在垂直方向上强调'延伸到底',在水平方向上强调'横向到边',以此为基础嵌入社会当中,建立起紧密的政党—社会关系.网格覆盖、机构嵌入、功能拓展构成基层党组织建设的具体实践机制.在新时期强化党的基层组织建设,既需要延续历史经验,同时也需要从'扩大覆盖面'转变为'提高组织力',为新时期基层党组织建设提供新的实践路径.

As a Marxist party,the Communist Party of China has always given priority to strengthening its primary-level organizations.This study,based on the documents and statistical data,summarizes the Party’s historical experience in strengthening its primary-level organizations in both urban and rural China,finding that it has,over the past 70 years followed a main line of“expanding the reach”of primary-level Party organizations,focusing on extending their reach“to the bottom”vertically and“to the edge”horizontally,thus embedding the organizations in the society and forming close-knit people-Party relations.Through such a grid-like coverage,organizational embedment,and functional expansion,the Party has built up a mechanism for building its primarylevel organizations.In the new era,it is necessary to follow its experience in expanding its organizational reach,and meanwhile focus on improving their organizational capability,thus to offer a new path for strengthening primary-level Party organizations.
