新时代中国高质量发展指数的构建、测度及综合评价

CONSTRUCTION, MEASUREMENT AND COMPREHENSIVE EVALUATION OF CHINA’S HIGH QUALITY DEVELOPMENT INDEX IN THE NEW ERA

党的十九大报告指出,中国经济已由高速增长阶段转向高质量发展阶段.这意味着,自进入新时代,中国的发展阶段和发展思路发生了重大变化,也标志着中国经济进入了提质增效的新阶段.高质量发展阶段强调的是质量的提高以及效益的增强,与新发展理念具有一致性和同步性,实现创新、协调、绿色、开放、共享发展,不仅是高质量发展的深刻内涵,也是高质量发展的应有之义和必由之路.因此,本文基于五大发展理念,构建新时代中国高质量发展的指标体系,通过层次分析法和BP神经网络模拟,测度中国高质量发展指数,进而对中国2000-2017年高质量发展现状进行综合评价.

The report of the 19th National Congress of the Communist Party of China pointed out that China’s economy has shifted from a period of rapid growth to a stage of highquality development.This means that since entering the new era of economic development,China’s development stage and development ideas have undergone major changes,and it also marks that China's economy has entered a new stage of improving quality and efficiency.The high-quality development stage emphasizes the improvement of quality and the enhancement of benefi ts.It is consistent and synchronic with the new development concept.Realizing innovation,coordination,green,open and shared development is not only the profound connotation of highquality development,but also the proper meaning and the only way to achieve high-quality development.Therefore,based on the fi ve development concepts,the article builds an index system for high-quality development in China in the new era.Through the analytic hierarchy process and BP neural network simulation,it measures the high-quality development index of China,Finally,comprehensive evaluation of China's high-quality development status from 2000 to 2017.
