深化电力、石油和金融体制改革的新进展

NEW PROGRESS IN THE REFORM OF ELECTRICITY, PETROLEUM AND FINANCIAL SYSTEMS

国有垄断行业居于国民经济命脉的地位,它在经济改革和发展中都具有极端重要性.这样,以市场取向改革为重点的全面深化改革阶段,全面深化国有垄断行业的改革就显得异常迫切.为此,2010年以来,党中央、国务院先后发布了深化电力体制、石油天然气体制和盐业体制改革以及完善国有金融资本管理等多项文件.鉴于国有垄断行业改革涉及面宽,而且复杂,限于篇幅,本文仅以地位重要、改革进展较快的电力行业体制改革为例,做历史叙述;对石油天然气行业体制改革和完善国有金融资本管理做简要叙述;对其他垄断行业略而不论.

The state-owned monopoly industry is the lifeline of the national economy and it is of extreme importance in economic reform and development.In this way,it is extremely urgent to comprehensively deepen the reform of the state-owned monopoly industry at comprehensively deepening reform stage with the focus on market-oriented reform.To this end,since 2010,the CPC Central Committee and the State Council have successively promulgated a number of documents including deepening the reform of the electricity industry system,the oil and gas system and the salt industry system,and improving the management over state-owned fi nancial capital.In view of the wide scope and complexity of the reform of state-owned monopoly industries,limited to the length of this paper,this article only takes the reform of the electricity industry system with important status and rapid reforms as an example to make a historical narration;and briefly describe the reform of the oil and gas industry system and improving the management over state-owned fi nancial capital;other monopoly industries are omitted hereafter.
