大规模新发突发传染病疫情时传染病医院应急管理模式探索实践

Emergency management mode in infectious disease hospital during large-scale new outbreak of infectious disease:practice and exploration

目的在大规模新发突发传染病疫情时,探索传染病医院一院两区、平疫结合的"开关模式"运作方式,以期最大化发挥医院的收治功能,降低医院运营成本。方法基于弹性运行原则,设置核心要素的扳机点,构建环境、物资、人力的开关模式,并实施检验。结果自COVID-19疫情发生以来,深圳市传染病定点收治医院构建的一院两区、平疫结合"开关模式"经历了4次快速转换,累计收治新冠感染相关患者16195人,救治成功率达99.9%,有效地控制了院内感染。结论在公共卫生防疫体系建设中,政府的前瞻性布局及整体谋划是疫情防控的前提;人力资源储备、物品储备、物理空间设置等是疫情防控的要素;以卫生行政管理部门主导的应急人力资源梯队建设是疫情防控的关键。

Objective To explore themswitch model“odeh ploreof the combination of two divisions and epidemic prevention in an infectious disease hospital,so as to maximize the hospital’s admission and treatment function and reduce hospital operating costs.Methods Based on the principle of elastic operation,the trigger point of the core elements was set,the switch model of environment,material and manpower was established to carry out the test.Results Since the outbreak of COVID-19,thenswitch model”odeh the outbr,two divisions and the combination of epidemic prevention and treatment had undergone four rapid changes,a total of 16195 patients with COVID-19 infection were treated.The successful rate of rescue was 99.9%,which effectively controlled the nosocomial infection.Conclusion In the construction of public health and epidemic prevention system,the government’s forward-looking layout and overall planning are the premise of epidemic prevention and control,and the human resource reserve,goods reserve and physical space setting are the key factors of epidemic prevention and control.The construction of emergency human resource echelon led by the Health Administrative Department is the key to prevention and control of epidemic situation.
