辽宁新农村建设中非农产业跨越发展的必要性与对策

Necessity and Countermeasure of Quickening developing Non-agricultural Industry in the Construction of New Countryside in Liaoning Province

发展非农产业是农村经济发展的根本途径,也是新农村建设的关键所在。本文针对目前辽宁农村非农产业的总体状况和内在特点,全面系统地提出了新农村建设中辽宁非农产业跨越发展的有效对策:促进农村工业的企业内聚集和区域聚集;加快农村市场体系建设和现代服务业发展以及完善农业社会化服务体系;因地制宜,选择有效的农村旅游业发展模式等。并提出建立包括资金、人力、科技等在内的支持体系为非农产业发展提供保障。

Developing the non-agriculture is the fundamental approach of the rural economic development. It is the key to the new countryside construction. This article, according to the present state and internal characteristics, puts forward some effective countermeasures of the non-agriculture's leap-forward development during the new countryside construction in Liaoning province, such as promoting enterprise and area cluster of the countryside industry; accelerating the rural market's system constriction and the development of modern service industry; perfecting the service system of agriculture's socialization; choosing some effective development modes of the rural tourism according to circumstances, and so on. The article also puts forward setting up a kind of system, including capital, personal and technology, in order to offer some guarantees to the development of non-agriculture.
