农村城镇化进程中污染外部性规制的若干思考

农村城镇化的迅速发展,一方面,促进了农村经济的发展;另一方面,使城镇生态环境不断恶化。城镇生态环境的恶化反过来又限制了农村经济的进一步发展。本文以外部性理论为基础,分析了农村城镇化存在的负外部性问题,并揭示其产生根源,最后提出规制措施。

The countryside cities rapid development on the one hand promoted the rural economy development, on the other hand caused the cities ecological environment unceasingly wickedly to conceal the cities ecological environment the worsening in turn to limit the rural economy further development.This article take the exterior theory as a foundation, has analyzed the negative exterior question which in the countryside cities advancement exists, and promulgates it to have the root, finally proposes the rules and regulations measure.
