在对大学章程的内涵及意义进行讨论的基础上,对大学章程与高等教育法、大学规章制度、大学发展规划、大学组织纪律四个相近的概念进行了辨析,以期深化对大学章程这一概念的认识,为当前大学制定章程提供理论指导。

With a brief discussion of the significance of university regulations,reflections are offered on the concepts of university regulations within the framework of the higher education law,systems of university rules,university development planning,and university organization and discipline.The author hopes that such reflections will help deepen the understanding of university regulations and provide some theoretical guidance for the establishment of sound university regulations.
