高校扩招引发高校基本建设的热潮,由于基建工作的极强专业性和广泛社会性,使得原本脆弱的职务犯罪防范体系难以对之实施有效监控,因而导致全国范围内的高校基建领域职务犯罪频发。为有效遏制其蔓延态势,必须从制度层面进行全面防范,这已成为当下高校基建领域职务犯罪防范极为紧迫的任务。

The expansion in enrollment of universities in china m recent years has triggered the boom in the corre- sponding infrastructure construction.Due to its highly professionalism and its extensiveness in our society,the o- riginal fragile duty crime preventive system can not work effectively any more,which leads to the rapid rise of the duty crime frequency in the university infrastructure construction,In order to curb this trend,systematic work has to be done at the level of policies,which has become a very urgent task to the establishment of the new duty crime preventive system in the university infrastructure construction domain.
