执政理念的核心和本质是执政党的价值取向,其基本问题是为什么执政和为谁执政的问题。对外追求民族独立、富强,对内坚持以人为本是中国共产党的执政理念。中国共产党的执政理念是对马克思主义的继承和创新,符合公共权力的逻辑特性,反映了人类的普适价值。在中国共产党执政理念的科学性向实践性的转化中,必须正确理解和处理好"富国"与"为民"、"领导"与"服务"、"授权"与"监督"、人民群众的整体利益与具体利益等几种关系,坚持以上几个方面的有机统一。

The core and essence of governing concept is the Value orientation of the ruling party,while the basic issue of governing concept is why to govern and whom to govern for?The governing concept of the Chinese Com- munist Party is to stick to the People-oriented principle inside as well as to pursue independence,prosperity and strength external.The governing concept of the Chinese Communist Party is both inheritance and innovation of Marxism,which is consistent with the logic characteristics of public power and reflects the universal values of hu- man.When it comes to the realization of governing concept of the Party,the following relations must be properly and dialectically dealt with.They are the relations between'to make the country rich'and'to serve the peo- ple','to lead'and'to serve','to authorize'and'to supervise','the will of the Party'and'the whole and partial benefit of the People'.
