In 1995,The National Programme for Physical Training was issued,which signifies a new stage in the reform of physical education.Therefore,in order to achieve the ultimate goal of physical culture in the whole nation,it is essential that the approach to nation-wide personnel training be explored,and that the specialized personnel of physical culture be established.
