In this paper, we analyse the ways to appoint the technical delegate and techical of fieal, the condition, qualification, duty, working procedure and working motheds etc. It is a practical significance to improve the importance of the technical deletegate and techical offieal,the theorical level of referee, the working quality of referee and so on.
