摘要
本文对高校科研工作的地位、作用与基本特点和制订高校发展规划的基本原则、程序与方法以及应注意的问题进行了初步的探讨．
In this paper,the author studies the Position,action and characteristic of the scientific research of universities, and research on principle,procedure,method and adopt measure of making developyng programme of science and technology of universities.
