摘要
本文将从理论上分析现行社会保障制度与国有企业冗员形成之间的关系.建立充分考虑到中国社会保障制度特点的数学模型,结合中国国有企业与非国有企业的报酬结构差异.对劳动力在国有部门与非国有部门之间的流动问题进行研究.解释国有企业减员增效困难重重这一现实,进一步指出国企减员不仅存在着总量下降的困难,而且存在着结构趋劣的问题,并简要给出相应的对策。
This paper analyzes the relationship between the current social security system and the redundant employee. It set up a two-period search model to analyze the reason and explain the exist fact. It studies the difference of the reward system between SOE and Non-SOE ,and gives some suggestion to solve this problem.
