水对生活和社会经济发展来说是必不可少的。但是不断紧缺的淡水资源,清洁饮用水和卫生条件的缺乏,水质不断恶化,支离破碎的水管理体系,相对较少的资金投入等等,已经使得水资源短缺成为全球性的资源危机,进而影响到世界和平和安全,而且这个趋势正越发明显。本文主要列举了目前存在的水危机问题,同时提出应建立维持水资源可持续利用行动纲领的建议,包括行动纲领应包括的主要内容。
