Based on the research of general background of city development and the problems existed in the city,the thesisanalyses the internal economic causesand externalpracticalcausesof relocation of Xi'anadministration center.It is pointed out the feasibility and influence ofXi'anadministration center relocation and putforward the correspondingplan by using both demestic and abroad development experience for references.
