20世纪中国国家文化安全问题形成于鸦片战争。鸦片战争以后中华民族所面临的生死存亡问题,是中国共产党的文化安全史观的全部历史基础。对中国历史发展的深刻总结和反思,对于共产党自身建设与发展的理论思考,进而对整个中国的前途与命运的系统理论回答和新民主主义理论的提出,奠定了中国共产党关于国家文化安全问题的全部理论基础;内忧外患所带来的社会主义国家生存与发展的需求,构成了社会主义中国前50年的国家文化安全主题。
