近年来,由于人口的持续负增长,导致俄罗斯国内劳动力短缺,为保障国家经济持续发展,吸引外国劳动力进入俄罗斯工作成为必然。中国是人口大国,两国间开展劳务合作是互惠互利的事业。目前制约两国劳务合作发展的主要因素是俄政府相关政策法规的限制,中国输出劳务人员素质较差,以及“中国威胁论”等不利言论的影响。加强政府间协调,建立健全劳务输出的服务体系,扩大对俄罗斯的投资,促进两国劳务合作的健康发展。
