自进入21世纪以来,由于国际环境发生了巨大的变化,联合国已经越来越不能适应国际社会发展的需要,联合国改革已经迫在眉睫。"大国否决权"制度作为联合国的一个不可缺少的基本制度对于维护世界和平与安全起到了巨大的作用,但同时现有大国否决权的不可撼动性在一定程度上使得联合国改革陷入了种种困境之中。

After entering the 21st century,the United Nations finds it more and more difficult to accommodate with the requirement of the development of the international society.It neads an urgent reform,to The system of "veto of the great powers" is an essential system in the UN and has done great contribution to maintaining world peace and security.But such a system,has,to some extent,put the UN s reform into a dilemma which threatens its unshakeable position.
