嘉陵江流域的产业布局,应在培育绵阳、南充等增长极的基础上,重点以点轴布局模式为主,即以川陕铁路、成达铁路和嘉陵江为轴线,形成"干"字型布局。同时,考虑嘉陵江流域经济和产业发展的梯度性,形成以重庆、绵阳为中心,沿嘉陵江和川陕铁路等为轴的圈层式渐进开发模式,促进流域产业的可持续、健康发展。
