循环经济法律法规体系的特点,主要表现在它既遵循法律法规体系的基本原则,又体现循环经济的基本规律。在参考国内外发展循环经济法律法规体系现状及循环经济法律法规体系特点的基础上,建立和完善循环经济发展方面的法律法规建设:基于生命周期理论,在资源使用、废弃物排放、废弃物回收以及社会层面,建立循环经济的法律法规体系。

Observation of the basic principles of legal system and the law of recycling economy characterizes the legal system of circular economy.In light of the status quo and characteristics of domestic and foreign legal systems of circular economy,this article calls for establishment and perfection of the legal system regarding circular economy in China on the basis of life cycle from the aspects of resource use,waste disposal,waste recycling,and social life.
