在推动科技团体全面承接政府职称评审职能的过程中,观念转变的重要性和紧迫性无时不在、无处不有。政府职称工作管理定势,多元评审主体之间存在激烈的利益博弈,社会化评价与单位聘任关系处理不当,科协和社科联的管理服务效果欠佳,科技团体的自我发展力亟须全面提高,必须正视这些因素并妥善加以解决。
