Through checking and reviewing relative literature and citing relative legal regulations and policies and opinions,this paper questions on the conclusive theories and basic viewpoints in the article “the Ownership of CSL and the Supply of Public Product,especially the idea that CSL belongs to the category of public product.It is proposed in the paper that it is necessary to discuss and redefine once more the issue of the property right of CSL.
