The Labeling and Shaping of Present Beggars and the Countermeasures

从是否满足生存和生活需要的标准可以把乞丐人群区分为原生乞丐和职业乞丐。从整体上看,我国当前的乞丐人群基本上都属于职业乞丐。职业乞丐又可以划分为个体型和代理型职业乞丐。代理型职业乞丐伴随着我国社会转型而产生,它是当前职业乞丐发展的新趋势,容易诱发社会问题。个体型职业乞丐则是生活方式的选择,其解决应该寻求乞讨权和社会秩序的平衡。

According to the basic need of breathing and living,beggars can be labeled two types: original one and professional one.And the beggars now in our country generally belong to the professional type,which can be further divided into the individual-based type and the agent-based type.The agent-based beggars are considered as the product of the social transition of our country,which may bring about other social problems.On the other hand,an individual-based begging is mostly a choice of the beggar's life style.So,its solution is to seek the balance between the right for begging and civil order of the society.
