Equal Basis of Public Services and Rural-urban Disparities

在实地调研的基础上,利用基本统计分析方法和数据,描述了城乡差距扩大的各种表现并分析了原因。研究表明,实现城乡基本公共服务均等化是缩小城乡差距的重要举措。据此提出,应从推进县乡财政管理、农村义务教育和医疗卫生服务等方面体制改革入手,建立城乡统一的公共服务体制,从而为缩小差距、统筹城乡发展提供制度保障。

Using basic statistic method and statistics,the paper describes the growing disparities between urban and rural areas and analysed its causes,indicating that to implement equal public services is a key measure to alleviate the disparities.The article hence points out that measures should be taken as the entry point to carry out reforms in county and township fiscal management system,rural compulsory education and medical and healthcare system,and then establish a unified public service system so as to provide systematic guarantee for a comprehensive urban-rural economic and social development.
