大珠江三角洲的产业升级与国际竞争力

THE INDUSTRY UPGRADE AND INTERNATIONAL COMPETITIVENESS OF THE GREAT PEARL RIVER DELTA

改革开放后,珠江三角洲与港澳地区(统称为大珠江三角洲)利用"前店后厂"的分工协作模式,形成了外向依赖型明显、以轻型加工制造业为主的地区生产体系,成为世界重要的制造业基地,具有较强的国际竞争能力。近年来,这种生产体系在规模不断膨胀的同时,却存在着生产效益低下、产业升级乏力、国际竞争力不强等一系列问题。这主要是因为:该生产体系主要由产品生产环节构成,进行着相对简单的生产活动,缺乏产业创新和自我提升的动力。因此,大珠江三角洲国际竞争力的提升,必须调整和完善地区的生产体系,提高产业的自主创新能力和内生发展能力,推动产业的优化升级,提升产业合作的层次;另外,通过区域基础设施建设与使用方式的改革,构筑高效的分工合作体系,推动区域协调发展。

After Reform and Opening-up,the economic interaction between Hong Kong,Macao and the PRD('Greater Pearl River Delta') forms a 'Front Shop,Back Factory' co-operation model.This territorial production complex is characterized by export-oriented economy and light manufacture.Now,GPRD becomes an international manufacturing center and has some international competitive edges.While it is growing,there are some serious problems,such as low producing efficiency,slow industrial upgrade,weak international competitiveness and so on.The most importment reason is that the production complex is mainly light manufacturing with simple processing and low value-added,lack of the motivations for innovation.In order to improve the international competitive edges of the GPRD,restructuring the industry to upgrade the economic structure,improving the innovation capability to strengthen endogenous mechanism and constructing a high-efficiency co-operation system to develop the regional industrial harmony by regional infrastructures are suriously suggested.
