加强装备研制项目风险管理是解决武器装备研制项目“拖进度、降性能、涨费用”问题的重要措施之一。风险评估是风险管理的核心工作。本文提出了一种基于专家群组的装备研制项目风险评估的方法和步骤,对我国装备研制管理实际的适应性、可操作性较好。

The current price regulation method of weaponry research and development contract in China has already not suited to the structural development of socialistic market economy,the science and technology system of national defense,and the management system of weaponry building seriously,the reform must be enforced.Some preparatory ideas of reformation and advices of upswing have been given,based on the analyzing current problems and difficulties confronted with weaponry R&D contract price regulation method.
