刍议SCI在科研评价体系中的作用

Discussion on SCI effect on the research assessment system

SCI是目前世界上最著名的检索系统之一,涵盖了数千种国际性权威科技学术期刊上发表的论文和引文的数据信息,世界各国都不同程度的使用SCI作为科研绩效评价工具。SCI进入中国后,我国许多科研机构、大学管理部门也同样把SCI作为我国科研绩效评价工具,推进了我国科研事业发展。但SCI自身也有其局限性,过分依赖SCI也产生了一些负面影响。本文就此问题进行了探讨,并对有关科研管理部门采用SCI作为科研评价工具提出了建议。

The SCI is one of the most famous citation systems in the world which involves thesis and data of citation in thousands of international authoritative academic journals.The SCI is used as a tool for the research achievement assessment in most countries.Many departments of science and technology management in Chinese universities and institutes also take SCI as a tool for the research achievement assessment after SCI entered China.It promotes the development of Chinese scientific research,but SCI has its own limitation.If SCI were depended on excessively,it would produce a negative impact.This question is discussed and some suggestions about SCI used as a tool for the research assessment by departments of science and technology management are given.
