简述水权概念及目前国内外研究情况,提出如何对水权利进行配置、怎样的配置才能实现社会成本最小、社会效益最大化是界定水权行使主体的重要环节,并着重阐述了水权行使主体与水资源所有权主体、流域管理主体和各级水行政管理部门、各级地方政府、集体经济组织和各种利用水资源从事活动者之间的关系.
