中国农村剩余劳动力转移问题研究

Study on the Problems of Rural Surplus Labor Transfer in China

随着中国经济改革的深入,涌现出数以亿计的过剩劳动力,农村剩余劳动力转移已成为历史的必然。文章在客观描述中国农村剩余劳动力现状的基础上,比较系统的分析了农村剩余劳动力形成的原因以及转移对中国城乡经济发展的积极作用和消极影响,提出了加强农业基础设施建设、发展农村教育事业和乡镇企业、加快小城镇建设、建立和完善城乡统一的劳动力市场、扩大对外劳务输出等一系列可行措施。

With the deepening of our country's economic reform,it appears hundred million surplus labor power.Rural surplus labor power transfer has become historically necessory.Based on an objective description of the present situation of surplus labor power in China's rural area,this paper makes a relatively systematic analysis of the factors that contribute to her surplus rural labor power and tells the transfer's positive and negative roles in our urban and rural economal development.This paper puts forward a series of feasible measures such as strengthening agricultural basic facilities construction,developing rural educational cause and township enterprises,accelerating small towns construction,perfecting urban and rural labor power markets and expanding exportation and so on.
