During the evolutionary reform and market-oriented transaction in China,problems on country,agriculture and farmers become an integrated social one beyond economic development,which relies on a systematic and strategic plan and measure under a long-term rights and interests of farmers and with accordance of the essential purposes of socialism,market economy and 'the fundamental interests of the overwhelming majority of the people'-so as to return the rights and interests of farmers.
