注重非权力因素与改进党的领导方式

Emphasis on Non-power Factor and Improvement of Leadership Methods of the Communist Party of China

在现代政党的领导模式中,应当体现出权力因素与非权力因素的有机结合,正确地发挥各自的功能。在中国加入WTO、步入网络时代、所有制结构和社会阶层结构剧烈变动的环境和条件下,执政党领导方式的改进和创新已经提上了议事日程。党的非权力领导将会在这一时期产生独特的作用和效果,它应当成为执政党治理国家和社会的重要方式。

Modern political parties should organically integrate power factor with non-power factor in their leadership models and correctly carry out the functions of the two factors respectively. China has entered WTO, is striding into the network era, and experiencing great changes in the structure of ownership and of social strata. Under such new conditions, the improvement and innovation of methods of leadership of the Party in power have been put on the order of the day. During this new period, the non-power leadership model of the Party in power will play a unique role and bring about great effects, and it should become an important model by which the Chinese Communist Party govern the state and society.
