Since late seventies of 20th century,a bureaucratic reform which focused on marketing was developed in the western countries and it is still going on ever since nineties of the last century.The backgrounds of the bureaucratic reform include the Globalization,the political and economical difficulties faced with the public management and the difficulties faced with the bureaucracy itself.
